Let’s say you’ve done your Phase 1 homework. Unlike our unlucky Class 5 office manager from the first article, you’ve confirmed your building does require fire hose reels (FHRs). You’re likely running a Class 6 (Retail) or Class 7/8 (Warehouse) space over 500m².
So, you call an installer. They put in the system. You pay the bill. You’re compliant, right?
Not so fast.
I’ve lost count of the number of brand-new, just-installed FHR systems I’ve had to fail during a building audit. The reels are shiny, the signs are up, but the system is dangerously non-compliant. A brand-new FHR that fails its first test is just a $5,000 wall ornament.
As the building manager or administrator, you are signing off on the work. You need to know what “compliant” actually looks like. This is your practical guide to AS 2441-2005, the Installation of fire hose reels.
Before the Wall | What Product Am I Buying?
The very first check is the product itself. The installation standard (AS 2441) is separate from the manufacturing standard.
You must ensure the reel unit your contractor is supplying—the hose, the nozzle, the drum—is built and certified to AS/NZS 1221. This ensures it can handle the required pressures and won’t fail during use. Look for the AS/NZS 1221 compliance mark on the product. If it’s not there, it’s not compliant, full stop. A good installer will list this on their quote.
The Big Picture | Location, Location, Location
This is where I see the first wave of failures. The goal of AS 2441 is “system coverage”
The “40-Metre Rule” Isn’t as Simple as it Sounds
The rule of thumb for coverage is the “40-Metre Rule.” Here’s how it’s calculated
- A standard, compliant fire hose is 36 metres long.
- The standard assumes a 4-metre water stream from the nozzle.
- 36m Hose + 4m Stream = 40m Coverage Radius.
The installer’s job is to place the reels so that every part of your floor falls within one of these 40-metre bubbles. But that’s just the start.
The “Musts” and “Must Nots” of Location
This is the part of AS 2441 that requires real-world common sense, and it’s where a “cheap” installer trying to save on pipework will fail you.
The “Musts”:
- Near Exits: Reels must be located “along the normal paths of travel to an exit”.
The National Construction Code (NCC) is even more specific, stating they must be “within 4 m of an exit”. This is critical: it ensures the user is always moving towards an escape route to get the reel, not deeper into the building. - Accessible: The reel must be in a “readily accessible position”.
This sounds obvious, but you’d be amazed what I’ve seen.
The “Must Nots” (The Critical Failures):
- No Fire-Isolated Exits: A reel cannot be located inside a fire-isolated stairwell.
A stairwell is a protected “safe” zone for escape. Opening the door to pull a hose in breaks that protection, filling the stairwell with smoke. This is a massive, life-threatening error. - No Passing Through Fire Doors: This is the other giant mistake. The hose from the reel must not need to be passed through any doorway fitted with a fire or smoke door.
Why? Those doors are designed to slam shut and stop a fire from spreading. If you have to prop a fire door open with your hose, you have personally defeated the building’s entire fire-compartment strategy. If your 40m coverage “bubble” crosses a fire door, it’s not a 40m bubble. The coverage stops at that door.
The #1 Pitfall: Passing the Hydraulic Test
Let’s say the installer gets the location right. Now we get to the most technical—and most important—part of the installation. The plumbing.
This is not a normal plumbing job. Any licensed plumber can connect a water pipe. But AS 2441 is a performance standard. It doesn’t just need water; it needs a specific amount of water at a specific pressure, at the same time.
This is the test I run that makes new installers sweat.
The Flow-at-Pressure Test
Here are the numbers you must have in your commissioning report. For a standard 19mm hose (the most common type)
- Minimum Flow Rate: 0.33 Litres per second.
- Minimum Running Pressure: 220 kPa.
The critical part is that it must achieve both at the same time.
Why Installers Get This Wrong (The DN25 Pipe)
Here’s the common shortcut. An installer measures the “static pressure” (the pressure in the pipes with no taps open) and it’s, say, 500 kPa. “She’ll be right,” they think.
Then they save money by running a skinny 20mm (DN20) pipe to the reel.
The problem is “friction loss.” When you open that nozzle and the 0.33 L/s of water starts moving through that skinny pipe, the pressure collapses. By the time it reaches the nozzle, the pressure might be 150 kPa. It’ll look like a garden hose.
The system has failed. It is non-compliant.
This is precisely why AS 2441 mandates the supply pipework be no less than DN25 (which is 25mm or 1-inch).
If your building’s mains pressure is too low to ever achieve this, the only compliant solution is to install a dedicated water storage tank and a booster pump.
The Finishing Touches | Mounting & Signage
If the installer has passed the hydraulic test, the rest is a visual check. But it’s still amazing how often this is wrong.
The “Nuts and Bolts” Audit (The 1-Metre-Rule-of-Thumb)
Use a tape measure. This is what I check:
- Spindle Height: The centre of the reel drum must be mounted between 1400mm and 2400mm from the floor.
- Valve Height: The “tap” (the stop valve) must be mounted at a user-friendly height, between 900mm and 1100mm from the floor.
- Clearance: The reel must have at least 100mm of clear space from the rim to any obstruction (like a wall or cabinet side).
It must be able to swing out fully (if it’s a swing-arm reel). - Structural Integrity: The mounting must be secure. AS 2441 specifies it must withstand a 1kN force (about 102kg).
It needs to be bolted to a solid wall, not just a plasterboard sheet.
Signage: Making it Obvious
A hidden reel is a useless reel.
- Sign Location: A sign must be fixed directly above the reel.
- Sign Height: The sign must be clearly visible, mounted no less than 2 metres from the floor.
- Sign Standard: The sign must be the correct “Signal Red” and design, complying with AS 2700.
A Consultant’s Final Advice | Demand the Commissioning Report
Before you pay that final invoice, you must demand one last thing: the Commissioning Report.
This is the installer’s formal, written proof that they have completed the installation and successfully tested it. It is your “baseline data”.
- That the system was installed in accordance with AS 2441-2005.
- That all reels have 100% coverage.
- The results of the hydraulic test (e.g., “Tested at 0.33 L/s, achieved 230 kPa running pressure”).
- That all components (nozzles, valves, reels) operate correctly.
This document is your only proof that you paid for a working, compliant life-safety system and not just a very expensive, bright red wall ornament. It’s the document I will ask for when I start my audit, and it’s the document your maintenance contractor will need to properly service your system for the rest of its life, which we’ll cover in the next article.
