A Visual Guide for NSW Airbnb & STRA Hosts on the New Rules
Effective from 13 February 2025, a new era of fire safety compliance begins.
The "Compliance Trinity" of NSW STRA
Operating a legal Short-Term Rental in NSW requires constant adherence to three interconnected pillars. A failure in one can cause the entire structure to collapse, leading to fines and a ban from operating.
STRA Register
Your official licence to operate. You must self-declare fire safety compliance to be listed.
Fire Safety Standard
The detailed, non-negotiable rules for equipment, installation, and maintenance.
Code of Conduct
The binding rules for hosts and guests. Breaches can lead to a 5-year ban on the Exclusion Register.
Your First Two Steps to Compliance
Before buying any equipment, every host must complete these two foundational actions.
1. Decode Your Building Class
Your specific obligations are determined by your building's classification under the National Construction Code. Misidentifying your class is a critical and common error. This chart shows the additional equipment required for apartments.
2. Register Your Property
Registration on the NSW Planning Portal is mandatory. This is more than paperwork; it's a legal declaration of compliance.
Initial Registration Fee
$65
Followed by a $25 annual renewal fee. Failure to register can lead to major fines.
Core Requirements for ALL Properties
Regardless of building type, these safety measures are non-negotiable for every STRA host.
Smoke & Heat Alarms
Alarms are your first line of defence. If you need more than one, they must be interconnected so they all sound at once. Photoelectric alarms are highly recommended.
Power sources must be either mains hardwired or a sealed 10-year lithium battery. Standard 9V batteries are not compliant.
Evacuation Diagram Checklist
A compliant diagram is a guest's lifeline. It must be A4 size, mounted between 1200-1600mm high, and located at the main entrance and inside every bedroom. Ensure it contains all of these elements:
- ✅ A title: ‘EVACUATION DIAGRAM’
- ✅ A pictorial floor plan with a ‘YOU ARE HERE’ marker.
- ✅ Exit paths clearly marked in GREEN.
- ✅ Location of all fire equipment marked in RED.
- ✅ Location of the external assembly area.
- ✅ A notice to download the ‘Emergency+’ App.
Extra Rules for Apartments (Class 2 & 4)
If you host in an apartment building, these additional, stricter requirements apply to you.
Fire Extinguisher
One 2.5kg ABE portable extinguisher is mandatory. It must be installed in an accessible kitchen location, compliant with AS 2444.
Fire Blanket
One fire blanket is also mandatory for the kitchen, installed in compliance with AS 2444. Essential for smothering pan fires.
Keyless Egress
The main entry door must be openable from the inside without a key. Warning: Any lock modification must not compromise the door's fire rating.
The Strata Dynamic: A Shared Duty
In a strata scheme, compliance is a team sport. The host is responsible for safety measures inside their lot, while the Owners Corporation (OC) is responsible for the building's common property. Collaboration is essential.
The Owners Corporation has a legal duty to maintain building-wide systems like central fire panels and common area alarms. Hosts cannot perform work on common property (e.g., drilling through walls for wiring) without OC approval.

From February 13, 2025, the game changes. Maintenance moves from a simple checklist to a rigorous, professionally certified process.
Today: Current Standard
Existing fire safety standards apply, with a focus on equipment being present and functional at the time of inspection.
February 13, 2025: The Shift
Mandatory Maintenance to AS 1851-2012: A rigorous schedule for routine servicing, testing, and record-keeping becomes law for most buildings (not Class 1a houses).
Accredited Practitioners (APFS): New installations will require certification by a qualified and accredited professional, ensuring higher standards.
Prepare for increased maintenance costs. The shift to AS 1851 will require more detailed servicing and documentation, likely raising annual contract prices for strata schemes.
The High Cost of Failure
Non-compliance is not a risk worth taking. The penalties are severe and can end your hosting business entirely.
